Any ideas who owns this building at Tilbury Town station circled in this link?

From memory I'm sure it was once part of the station as it was the entry point for the Southend platform. Then it was a cafe, but it's now been empty for years and knowone seems to know who owns it!

It's delapidated and looks mighty ugly but Thurrock Council won't do anything because they don't own the building or know who does. It's also not in the Land Registry...
